Who Assesses and Signs Off Indoor Air Compliance

Indoor air compliance in the UAE is not signed off by a single party. Responsibility is distributed across the building owner, the facilities management team that operates the asset, the consultant who interprets which instrument applies, the accredited laboratory that produces defensible measurements, the Pearl Qualified Professional who assembles an Estidama submission and the authorities that award certificates and permits. Each role is defined by a different instrument, and the boundaries matter: a measurement from a body without the required accreditation does not support the Dubai Municipality certificate route, and an Estidama application not prepared by a Pearl Qualified Professional does not enter the Abu Dhabi process.

The building owner

The building owner is the party to whom the instruments ultimately attach. Under Dubai Municipality's Technical Guidelines for Indoor Air Quality for Healthy Life, reference DM-HSD-GU119-IAQ, Version 4, issued 11 December 2024, clause 9-8-4 states that indoor air testing for the contaminants in Table 2 must be carried out for existing buildings. That obligation does not transfer merely because a third party manages the building.

For new buildings the owner decides whether to enter the voluntary route. Clause 9-8-3 states that buildings which optionally apply the procedures will be awarded an indoor air quality certificate by Dubai Municipality, so the Table 1 limits are entry conditions attached to an owner decision.

Under Al Sa'fat, the Dubai Green Building System, 2nd edition January 2023, the owner of an existing building in a listed category under clause 401.07 carries the testing duty, including retesting within 5 years of the last compliant test. For new buildings, Dubai Municipality states that Al Sa'fat includes mandatory requirements for all new buildings to obtain the Silver Sa'fa, with Golden and Platinum optional.

The facilities management team

Facilities management holds the operating parameters that determine whether a building can meet the published values at all. Al Sa'fat clause 401.02 requires return air filters of minimum MERV 8, which is a maintenance-critical specification rather than a one-off installation choice. Al Sa'fat clause 401.01 requires the latest edition of ASHRAE Standards 62.1, 62.2 and 170, and because the requirement is expressed as the latest edition, no edition year may be attached to it.

In Abu Dhabi the operating duty is framed as an entity duty. The Abu Dhabi Public Health Centre administers ADOSH-SF, whose Codes of Practice are mandatory to all entities regardless of risk classification, and indoor-environment and ventilation duties sit inside Code of Practice 8.0 General Workplace Amenities, Version 4.0 of 15 July 2024, at section 3.7 on HVAC. There is no Abu Dhabi Code of Practice dedicated to indoor air quality. HVAC hygiene as a technical discipline is covered elsewhere.

The consultant

The consultant's function is interpretive. Establishing which instrument reaches a building requires separate tests: whether it is new or existing for clauses 9-8-3 and 9-8-4; whether the premises are exclusively dedicated to industrial or medical sectors, for example hospitals and factories, which the Dubai guideline excludes; and whether the building falls within the categories listed in Al Sa'fat clause 401.07, namely hotels, shopping malls, educational facilities, government buildings, healthcare facilities, mosques and worship buildings, theatres and cinemas.

The same number appears under both instruments on different bases. Dubai Municipality's eight-hour formaldehyde value is 0.01 ppm, and its 0.08 ppm figure is a thirty-minute short-term value. Al Sa'fat separately and correctly applies 0.08 ppm as an eight-hour time-weighted average. It is therefore incorrect to attribute 0.08 ppm over eight hours to Dubai Municipality.

A further interpretive boundary concerns product limits. Al Sa'fat clauses 404.01 and 404.02 require VOC content limits set by Dubai Municipality, certified by Dubai Central Laboratory, landing on standard DMS 0020:2016. Those are grams per litre limits on product composition rather than airborne concentrations, so no averaging period applies and they are not interchangeable with air sample results.

The EIAC-accredited testing body

Under the Dubai Municipality guideline, testing must be by a company or laboratory accredited by EIAC, the Emirates International Accreditation Centre. Accreditation is the point at which measurement becomes evidence capable of supporting a compliance position.

The testing body is responsible for the averaging basis on which each result is reported, because the instruments mix bases: Dubai Municipality Table 2 values are expressed over 8 hours, its formaldehyde short-term value over 30 minutes, and Al Sa'fat clause 401.07 expresses most values as 8-hour time-weighted averages while bacteria and fungi each below 500 CFU per cubic metre are per-sample counts that are not time-weighted.

The testing body does not determine scope and does not award a certificate; its output is a measurement record.

Pearl Qualified Professionals and the Abu Dhabi bodies

Pearl Qualified Professionals prepare and submit Estidama compliance applications. Abu Dhabi City Municipality states that the Pearl Rating System ranges from one to five pearls, that government-funded projects must achieve a minimum two-pearl rating while privately funded projects must achieve at least a one-pearl rating, and that meeting these requirements is essential for obtaining a building permit.

The Department of Municipalities and Transport governs the system's policies, and Abu Dhabi City Municipality's Sustainable Buildings Section implements it during the design and construction phases. Indoor air quality sits within the indoor and outdoor livability credit category, among mandatory and optional credits.

Separately, the Abu Dhabi Public Health Centre is the competent authority for ADOSH-SF. Its Occupational Standards and Guideline Values document is recorded by the Centre as suspended, with entities directed to comply with relevant local or federal standards in force, so figures drawn from it are published reference points and not enforceable limits. Code of Practice 8.0 section 3.1.1(b) cites MOHRE Administrative Decision No. 19 of 2023, issued in implementation of Federal Law No. 33 of 2021.

Where sign-off actually sits

The formal award in Dubai's voluntary route sits with the authority: clause 9-8-3 states that buildings which optionally apply the procedures will be awarded an indoor air quality certificate by Dubai Municipality. No validity period or retest interval is published for it, so no expiry should be asserted.

For existing buildings under clause 9-8-4, the obligation is discharged by carrying out testing against Table 2 rather than by obtaining an award. Under Al Sa'fat clause 401.07, a compliant test starts the retesting clock of within 5 years, an interval belonging to Al Sa'fat alone.

In Abu Dhabi the entity is answerable for compliance with mandatory Codes of Practice, and the pearl rating relevant to a building permit follows the Estidama process. The pattern is consistent across both emirates: owners hold the duty, accredited or qualified parties produce the evidence, and authorities issue the award.

Building owner

Holds the duty under clause 9-8-4 and Al Sa'fat clause 401.07, and decides on the voluntary clause 9-8-3 route.

Facilities management

Maintains the ventilation installation, including minimum MERV 8 return air filters under Al Sa'fat clause 401.02.

EIAC-accredited laboratory

Produces the measurement record; testing must be by an EIAC-accredited company or laboratory.

Status of the instruments

Who must carry out testing under the Dubai guideline?
