Al Sa'fat Indoor Air Quality Compliance

Al Sa'fat is the instrument through which green building rules in Dubai reach indoor air, and it operates on a different logic from the Municipality's indoor air guideline. It is a rating system with tiers, but the lowest awarded tier is not optional: Dubai Municipality states that Al Sa'fat includes a set of mandatory requirements for all new buildings to obtain the Silver Sa'fa, with Golden and Platinum optional for higher performance. That single sentence settles the character of the system. Its indoor air content is not an aspiration attached to a voluntary badge but a set of conditions carried inside a mandatory tier, expressed through clauses on ventilation standards, filtration, product composition and, for listed categories of existing building, measured testing. What Al Sa'fat is and what it replaced

Al Sa'fat is the Dubai Green Building System. Dubai Municipality states that from 19 October 2020 Al Sa'fat replaced the Dubai Green Building Regulations and Specifications, so references to that earlier document describe a superseded framework rather than a parallel one.

The current edition is the 2nd edition, January 2023. Because the system has both a replacement date and an edition history, a compliance statement that names Al Sa'fat without naming the edition leaves open which text was applied, and a reference to the Dubai Green Building Regulations and Specifications for a current project is a reference to the wrong instrument entirely.

The system is administered within Dubai and sits alongside, rather than inside, the Municipality's Technical Guidelines for Indoor Air Quality for Healthy Life, reference DM-HSD-GU119-IAQ, Version 4, issued 11 December 2024. A building in Dubai can be reached by both, and the two documents express several of the same contaminants differently.

The tier structure and what is mandatory

Dubai Municipality states that Al Sa'fat includes a set of mandatory requirements for all new buildings to obtain the Silver Sa'fa, and that Golden and Platinum are optional for higher performance. Silver is therefore the mandatory tier for new buildings, and the higher tiers are elective.

That structure is routinely misstated. Descriptions that place the mandatory floor at a lower tier misrepresent what the Municipality has said, and descriptions that treat the whole system as voluntary because it is a rating system misread the relationship between a tier and a requirement. The correct reading is narrow: the requirements needed to obtain Silver apply to all new buildings, and anything beyond Silver is elective performance.

The consequence for indoor air is that the air-related conditions carried inside the Silver requirements are not optional extras. They are conditions of the tier that all new buildings must obtain, which is what gives Al Sa'fat its weight as a compliance instrument rather than as a design guide.

Which clauses bear on indoor air

Four clauses carry the indoor air content of the system. Clause 401.01 requires the latest edition of ASHRAE Standards 62.1, 62.2 and 170, with no edition year attached to the requirement, so the reference moves as those standards are revised.

Clause 401.02 requires return air filters of minimum MERV 8, which is a filtration condition expressed as a minimum rather than as a performance target to be demonstrated by measurement.

Clause 401.07 requires listed categories of existing building to apply testing, and sets the parameters and bases against which the results are read, together with a retesting interval of within 5 years of the last compliant test.

Clauses 404.01 and 404.02 require VOC content limits set by Dubai Municipality and certified by Dubai Central Laboratory, landing on standard DMS 0020:2016. Those limits are grams per litre limits on product composition rather than airborne concentrations, so no averaging period applies to them.

Two kinds of condition inside one system

Al Sa'fat mixes conditions that are demonstrated by design documentation with conditions that are demonstrated by measurement, and the distinction matters when a compliance position is being assembled.

Clause 401.01 and clause 401.02 are design and specification conditions. A ventilation design referencing the latest edition of the named ASHRAE standards, and return air filters specified at minimum MERV 8, are shown by what has been designed and installed rather than by a concentration reported at a sampling point.

Clause 401.07 is a measurement condition. It produces concentrations at parameters with stated bases, and it is the only part of the indoor air content of Al Sa'fat that generates a test result capable of passing or failing.

Clauses 404.01 and 404.02 are product composition conditions, evidenced by certification of the products used rather than by air sampling in the completed building. Mixing these three kinds of evidence together, or offering one where another is required, is the most common structural error in Al Sa'fat indoor air submissions.

How Al Sa'fat sits against the Municipality guideline

The Municipality's indoor air guideline addresses new buildings at clause 9-8-3, which states that buildings which optionally apply the procedures will be awarded an indoor air quality certificate by Dubai Municipality, and existing buildings at clause 9-8-4, which states that indoor air testing for the contaminants in Table 2 must be carried out.

Al Sa'fat reaches new buildings through the mandatory Silver requirements and reaches listed existing buildings through clause 401.07. A new building in Dubai therefore faces a mandatory green building tier and an optional certification route at the same time, which is why the two must be described separately rather than merged into a single account of Dubai indoor air rules.

The values also differ. Al Sa'fat clause 401.07 sets TVOC below 300 micrograms per cubic metre as an 8-hour time-weighted average for listed existing buildings, whereas the guideline's Table 2 sets TVOC at 0.6 mg/m3 over 8 hours for existing buildings and its Table 1 sets 300 micrograms per cubic metre over 8 hours for new buildings.

The same number appears under both instruments on different bases. Dubai Municipality's eight-hour formaldehyde value is 0.01 ppm, and its 0.08 ppm figure is a thirty-minute short-term value. Al Sa'fat separately and correctly applies 0.08 ppm as an eight-hour time-weighted average. It is therefore incorrect to attribute 0.08 ppm over eight hours to Dubai Municipality.

Scope boundaries

The Municipality guideline's scope excludes premises exclusively dedicated to industrial and medical sectors, for example hospitals and factories. Al Sa'fat's clause 401.07 list, by contrast, includes healthcare facilities among the categories of existing building required to apply testing, so a building excluded from one instrument is not thereby excluded from the other.

Where testing is carried out under the Municipality guideline, it must be by a company or laboratory accredited by EIAC, the Emirates International Accreditation Centre. That named accreditation condition is written into the guideline.

Nothing in Al Sa'fat converts the Municipality certificate into a periodic award. No validity period or retest interval is published for the Dubai Municipality certificate, and the retesting within 5 years of the last compliant test set by clause 401.07 is an Al Sa'fat interval only.
